The Local Government's Participation in the National Carbon Market Manual was officially released

       Actively coping with climate change has become a global consensus and general trend. President Xi Jinping repeatedly stressed that "responding to climate change is not something that others want us to do, but we must do it ourselves." "It is the requirement of national sustainable development and the responsibility of promoting the building of a community of human destiny." In recent years, China has taken climate change as a major strategic opportunity to accelerate the transformation of economic development mode. By vigorously promoting green development, eliminating backward production capacity, adjusting economic structure, industrial structure and product structure, we have achieved a win-win situation for economic growth and climate change. Carbon emissions trading (hereinafter referred to as “carbon trading”) as an effective means of using market mechanisms to control greenhouse gas emissions and cope with climate change has become an important policy tool for China to promote the transformation of low-carbon economy.

       Since 2011, China has been exploring to  establish a carbon emission trading market (hereinafter referred to as the “carbon market”), and has carried out pilot projects in “two provinces and five cities” such as Beijing, Tianjin, Shanghai, Chongqing, Hubei, Guangdong and Shenzhen. After years of practice, the seven pilots have basically established a regional carbon market with clear objectives, clear rules and supervision, which provides a wealth of experience for building a national carbon market. The data shows that the carbon trading mechanism has effectively promoted the emission reduction work in the pilot areas, and the carbon emission intensity in the pilot areas has dropped significantly higher than the national average.

       At the end of December 2017, the national carbon market with the power generation industry as a breakthrough was officially launched. As an important part of the construction of ecological civilization system, the launch of the national carbon market is not only the internship of General Secretary Jin Ping’s commitment to the international community to cope with climate change, but also the implementation of the spirit of the 19th Party Congress and the implementation of the decision-making of the Party Central Committee and the State Council on ecological civilization construction. Major initiatives.

       In April 2018, in order to implement the institutional reform plan of the State Council, the national response to climate change functions was transferred from the National Development and Reform Commission to the newly formed Ministry of Ecology and Environment, and the local response to climate change functions was transferred to the local ecological environment departments. At present, the national carbon market construction task is arduous and time-consuming. To help local carbon market authorities and other participants to familiarize themselves with and master the basic knowledge and related work requirements of carbon trading, Tsinghua University is supported by the Energy Foundation (USA). The China Carbon Market Research Center and SinoCarbon Innovation &Investment Co.,Ltd jointly compiled this “Local Government Participation in the National Carbon Market Work Manual”, hoping to contribute to the nationwide carbon market.

       This workbook mainly includes five parts: The first part introduces the background of carbon market construction, including climate change and global carbon market situation; the second part introduces the basic knowledge and operation mode of carbon market; the third part introduces China's carbon market. The status quo and trend of development; the fourth part details the key work and safeguard measures that local governments need to participate in the national carbon market; the fifth part collects “forestry carbon sinks”, “inclusive carbon” and “carbon information disclosure”. "Ten hot topics closely related to the carbon market." The data and information in this manual are from the documents or announcements of the exchanges and the carbon trading authorities of the countries and pilot regions.
