SCII successfully join to co-organize “Learning From International Experience, Establishment of National Carbon Market” workshop in Tianjin

Organized by National Development and Reform commission (NDRC) and Asian Development Bank (ADB), the “Learning from International Experience, Establishment of National Carbon Market” workshop was held on September 11, 2014, in Tianjin, with the sponsoring from World Bank (WB) and Environment Defense Fund (EDF), Sino-Carbon Innovation & Investment Co., Ltd. (SCII) and China South Low Carbon Academy (SLCA) jointly co-organized this workshop. Attending guests included SU Wei, Director-General, Department of Climate Change NDRC; SUN Cuihua, Deputy Director-General, Department of Climate Change, NDRC; CHEN Zongsheng, Deputy Secretary-General, Tianjin Municipal Government; and the experts from ADB, WB and EDF. Members of participation covered over 100 persons from regional DRC of seven ETS pilots in PRC, Carbon Exchanges of seven ETS pilots in PRC and consulting firms and other business sectors.

During the opening remarks, MR Su Wei has emphasized the necessity and significance of this workshop. The process of national carbon market is developing step by step, with a clear objective of ETS design and plan.

It is hoped that a relatively successful national EST program will be designed as soon as possible based on the valuable experience and lessons from seven ETS pilot in operations during last three years. In order to improve the establishment of national carbon market in the future, this workshop is a very good way for potential participants from national pilots and non-pilots to learn from international experience and communicate with each other. 

In the process of keynote speech, experts have introduced the international experience of ETS from EU, ADB, WB and EDF. Firstly, EU expert has an introduction of experience on EU-ETS development, including the EU adjustment measures of carbon price and objective of EU-ETS in 2030. Then there is a topic about partnership for Market Readiness and carbon market developments from WB expert, the main point is that the PMR supports the emergence of credible, consistent, and potentially compatible carbon pricing frameworks across countries. Thirdly, ADB expert has made an analysis of China pilot ETSs and recommendations for establishing a national-wide ETS, which includes some critical issues to be addressed for national ETS, such as quality of historic emissions data and capacity for carrying out MRV. Finally, EDF expert has analysis an international perspective on next steps in China ETS development, which put forward some core issues like market drivers, vision and leadership, trade ad national provincial roles. 

Representatives of pilots, non-pilots and DMCs have a deep communication about ETS key elements and roadmap in the panel discussion. As a moderator, TANG Renhu, General Manager of SCII, made a panel discussion about the key elements of ETS for future development in China. There is a positive share about ETS practice experience, not only including the practice in national pilots, also including the ETS develop case study in India, Indonesia, Kazakhstan, Laos PRD and Thailand. After the experience introduction, all the panelists have put forward some valuable recommendations for establishing national carbon market.

In summary, this workshop has provided a good opportunity for national ETS participants to exchange and learn from each other’s experience, which wins the high affirmation of leaders from NDRC. All the present members have denoted that will continue to strengthen the international and regional cooperation of ETS to improve national carbon market development. Learning from international experience is the necessary way to realize the establishment of national carbon market.
