Workshop on “Shanghai Pilot Emissions Trading Scheme and Regional Linkage” was held successfully in Shanghai

The workshop on Shanghai Pilot Emissions Trading Scheme and Regional Linkage, organized by SinoCarbon, was held successfully in Shanghai on Decemeber 10-11, 2013. During the meeting, the project achievement and expert review was reported. The two projects, supported by Asian Development Bank(ADB), are “Advance Shanghai Carbon Market through Shanghai Emission Trading Scheme” and “Supporting the Use of Carbon Financing to Promote Green Growth”. And SinoCarbon carries out the first project as the consultant.

The invited resource experts and participants included national and local government officials and technical experts from the China Securities Regulatory Commission, Shanghai Finance Bureau, other Chinese carbon trading pilots and Indonesia, Thailand and Viet Nam; international organizations and other institutions (ADB, UNFCCC, Oxford University, London School of Economics and Political Science), and representatives from private sector (Ecofys、Ricardo AEA、Future Camp Climate GmbH, Carbonium).

The workshop focused on Shanghai Pilot ETS and regional linkage. The current status of the Shanghai Pilot ETS was introduced, the economic impact, allocation methods-Benchmarking, ETS trading rules and trading mechanisms, carbon finance products and carbon market challenges were analyzed and discussed. In terms of ETS linkage, the participants shared the experiences, discussed the opportunities and challenges, and looked into the future of linking ETS markets in Asia and the Pacific.

The success of the workshop provides positive suggestions for the construction of Chinese carbon emission trading scheme, and it offers a groundbreaking idea for the linkage of domestic and international carbon market.
