“Opportunity and Innovation: Climate Finance in China” Forum Held in Beijing

Hosted by The German Embassy and undertaken by SCII, the “Opportunity and Innovation: Climate Finance in China” Forum ended successfully in Beijing on 16th October, 2013, and more than 120 industry representatives participated in the forum. Government officials, experts and business people from both China and Germany, together with consultants from international research institutions, shared their opinions on the development of climate finance in China and cooperation between the two countries. The heated discussion was impressive and inspiring.

Minister Beate Grzeski, Head of Economic Department of the German Embassy, introduced the actions of Germany in the climate finance field in her open speech and expressed her expectation of related cooperation between China and Germany. Director General Su Wei from Department of Climate Change of NDRC also presented his speech on the effort China had devoted to dealing with climate change, especially the pilot schemes being undertaken and their future plans. He also appealed to both countries to have more policy talk and negotiation on climate issues and focus on low-carbon development, the design of carbon market in China and how to develop it according to the market mechanism.

 

In the following lectures and discussions, experts of different domains explained their experiences and understanding of climate finance respectively on behalf of public institutions, financial institutions and service parties. The development prospect of Chinese climate finance was considered optimistic due to the definite undertaking of emission reduction made by Chinese government and the realization of the serious domestic effect of climate change. The international experts considered the market to be of great potential, while the Chinese experts suggested that the development should not be rushed; instead, the promotion and participation should be rational and positive.

The forum is the first attempt in China to bring together government officials, academic experts, financial institutions and business representatives to discuss and share expertise and knowledge on climate finance system. The groundbreaking and significant forum comprehensively sorted out the current situation, opportunities and challenges the Chinese climate finance field is faced with now, and provided the experts from different countries, institutions and fields with a platform to exchange experiences and needs, to search for chances of cooperation and to further develop the industry.
